Brass tag. Numbers don't match any license plate here. ALPCA archives says that the 1907/8 plate was only issued to #1009, and the 1909 plate was only issued as a porcelain to #1000 and to #1100 as a cardboard plate. So, my guess is that there were either more plates issued than that, or the brass tag goes with a 1910. UPDATE - I've been told by a West Virginia expert that this brass tag goes with a 1911 plate. Make an offer if interested.
